Oceans are an increasingly important resource for many industries and coastal states. Scientific and technological innovation is expanding the ability to explore deeper waters in search of ocean resources, and to harvest them. As activities move further offshore, however, they move beyond the boundaries of coastal state laws into the realm of international conventions and regulators - raising new legal questions: e.g. What laws govern oil and gas exploration and extraction in international waters? Seabed mining? Aquaculture? Offshore wind energy?

The WOC continues to lead efforts to foster and facilitate industry involvement in the U.N. processes such as the:
• Development of an international legally binding instrument under the U.N. Convention on the Law of the Sea (UNCLOS) on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction (BBNJ)
• Sustainable Development Goals (SDGs)
• Convention on Biological Diversity (CBD)
The WOC is increasingly accredited or in partnership with key intergovernmental organizations, including the:
• International Seabed Authority (ISA)
• UNESCO Intergovernmental Oceanographic Commission (IOC)
• International Hydrographic Organization (IHO)
