"The Commission was established by Canada, the United States and Mexico to implement the environmental side accord to the North American Free Trade Agreement, NAFTA.
During its November 2011 meeting in El Paso, Texas, the CEC's Joint Public Advisory Committee says it heard from members of the public concerned over 'an alarming increase in toxic waste and about lead poisoning and other hazardous consequences resulting from the cross-border movement of spent lead-acid batteries to Mexico.'"
