Congress, in its infinite wisdom, does not release research papers done by the Congressional Research Service (CRS) directly to the public, which pays for them via taxes. Fortunately, the Federation of American Scientists' Project on Government Secrecy publishes leaked copies. Here are a few recent ones of use to environmental journalists.
