Congress does not release to the American taxpayers and voters the excellent background research papers produced by nonpartisan experts at the Congressional Research Service. Fortunately, the Federation of American Scientists' Government Secrecy Project has leaked them. Here are some recent ones relevant to the environment and energy beat.
